Determining Priorities for Government Assistance Through Focus Group Discussion (FGD) and Analytical Hierarchy Process (AHP) Approaches Supports the Empowerment of Shallot Farmers in Enrekang Regency

This study aimed to determine government assistance priorities to support the empowerment of shallot farmers in Enrekang Regency using the Focus Group Discussion (FGD) and Analytical Hierarchy Process (AHP) approaches. Community service activities were conducted from April 6–10, 2026, involving 30 participants consisting of government officials, agricultural extension officers, farmer group leaders, and shallot farmers. The FGD identified twelve types of government assistance required by farmers, which were then prioritized using AHP based on human, business, institutional, and environmental development aspects. The results revealed that capital facilitation ranked as the highest priority (0.2314), followed by agricultural machinery (0.1947), production inputs (0.1486), technical training (0.1129), internships (0.0851), and marketing support (0.0635). Lower-priority assistance included road rehabilitation, profit-sharing regulation, legal farmer groups, insurance subsidies, environmental conservation, and research dissemination. These findings indicate that business and human development assistance are more urgently needed to strengthen farmer productivity, income, and long-term empowerment in shallot farming systems.
